for controllable pitch propellers without constant speed controls. The stops or other means incorporated in the propeller mechanism to restrict the pitch range shall limit (a) the lowest possible blade pitch to a. value which will assure compliancé with the provisions of § 3.419 (a), and (b) the highest possible blade pitch to a value not lower than the flattest blade pitch with which compliance with the provisions of § 3.419 (hb) can be demonstrated.
