In determining the wing loads and linear inertia loads corresponding to any of the above specified fiight conditions, the appropriate balancing horizontal tail load (see § 3.215) shall be taken into account in a rational or conservative manner. Incremental horizontal tail loads due to maneuvering and gusts (see §§ 3.216 and 3.217) shall be reacted by angular inertia of the complete airplane in a rational or conservative manner.
