This speed shall not exceed the lesser of the following:
(a) 0.9 Vd chosen in accordance with § 3.184.
(b) 0.9 times the maximum speed demonstrated in accordance with § 3.159, but shall not be less than 0.9 times the minimum value of Vd permitted by § 3.184.
